Using Windows Spotlight as your account's desktop background in Windows 11 will allow you to add or remove the Learn about this picture desktop icon.

Steps

#1: Go to settings

#2: Search Desktop Background

#3: Personalize your background : Enable picture or solid colour or slideshow.

 

This will disable/remove learn about this picture from desktop completely.

You can add it back by Enabling windows spotlight.
